Policy Statement

Ocean International Oil Services Company is committed to conducting all operations — including oil facility maintenance, well drilling, pipeline construction, equipment testing, and logistics — in a manner that protects the health and safety of all personnel, contractors, visitors, and communities, while minimising our impact on the environment.

This policy applies to all activities performed by Ocean International Oil Services Company and its personnel across all Libyan oil fields, ports, and project sites, in full compliance with Libyan legislation and applicable international standards.

Our HSE Commitments

Zero Harm
We target zero incidents, zero injuries, and zero occupational illnesses across all operations. Every person returns home safely, every day.
Commitment 02
Legal Compliance
We comply fully with all applicable Libyan legislation, NOC HSE requirements, and contractual HSE obligations on every project we undertake.
Commitment 03
Environmental Protection
We minimise spills, emissions, waste, and environmental disturbance. We implement pollution prevention measures on all oil field and port sites.

Continuous Improvement
We set measurable HSE objectives, monitor performance, conduct regular audits, and continuously improve our safety management system.
Commitment 05
Competence & Training
All personnel are trained and competent for their roles. HSE inductions, toolbox talks, and emergency drills are mandatory for all site staff.
Commitment 06
Stop Work Authority
Every employee and contractor has the authority and responsibility to stop any work they believe poses an unacceptable risk to people or the environment.

Responsibilities

Management

Senior management is responsible for providing the resources, leadership and organisational structures necessary to implement this HSE policy effectively. HSE performance is a core element of management accountability.

Site Supervisors & Engineers

Supervisors are responsible for ensuring that all work under their authority is planned and executed in compliance with applicable HSE procedures, risk assessments, and permit-to-work requirements.

All Employees & Contractors

Every individual working on behalf of Ocean International Oil Services Company is required to follow HSE procedures, report hazards and incidents promptly, use prescribed personal protective equipment, and actively contribute to a safe working environment.

Incident Reporting & Investigation

All incidents, near-misses, and unsafe conditions must be reported immediately to the site supervisor and documented. Investigations are conducted on all incidents to identify root causes and prevent recurrence. Reports are retained and reviewed as part of our continual improvement process.

Emergency Preparedness

Ocean International Oil Services Company maintains emergency response plans for all active project sites. These include procedures for fire, blowout, spill, medical emergency, and evacuation. Emergency drills are conducted regularly and response capabilities are tested and updated.

Policy Review

This HSE Policy is reviewed annually and following any significant incident or change in the scope of the Company's operations. Updates are communicated to all personnel and posted on this page.
